Really dense scaffolding like this looks to me like a drawing added over and around the structure which, in this case, was a lovely 19th century iron and stone railway viaduct that carries the East Coast Mainline across the Ouseburn Valley. When it was built, the valley was filled with industrial works, workers’ housing, and pubs, with steam and smoke rising up to mingle with that created by the locomotives passing above.
